Sacré bleu! Call the DEQ!
"The Oregon Department of Environmental Quality (DEQ) is a regulatory agency whose job is to protect the quality of Oregon's Environment. DEQ is responsible for protecting and enhancing Oregon's water and air quality, for cleaning up spills and releases of hazardous materials, and for managing the proper disposal of hazardous and solid wastes." (emphasis mine)
The ironic thing is that these vehicles, each producing a bunch of harmful hydrocarbon emissions due to the fact that they're idling, are in the queue at the DEQ emissions testing station. And this happens all day long, most days of the week.
So, thanks, DEQ. (Cough, cough.)
